Ozempic dosing: 0.25 mg to a 2 mg ceiling on a diabetes label
Ozempic starts at 0.25 mg once weekly for 4 weeks, then 0.5 mg. It goes to 1 mg and then 2 mg only if more glycemic control is needed, each step after at least 4 weeks. Maintenance is 0.5 mg, 1 mg or 2 mg and the maximum is 2 mg weekly, which is well under the 2.4 mg that Wegovy calls its recommended maintenance dose of the same molecule.

The same molecule stops in two different places
Ozempic and Wegovy are both semaglutide from Novo Nordisk. Ozempic's label stops at 2 mg a week. Wegovy's calls 2.4 mg its recommended maintenance dosage and allows 7.2 mg for adults who tolerate 2.4 mg and need further weight reduction. Each label was approved for a different job. One is written for glycemic control and one for weight reduction, and the clinical trials behind them are different.
Every step on this label past 0.5 mg is written as conditional on needing more glycemic control, so an Ozempic prescription is not aimed at a target dose the way a Wegovy one is. The label carries no tolerability pause sentence.
